Faridabad News : Department of New and Renewable Energy, Haryana & HAREDA in association with Bureau of Energy Efficiency (BEE) and Petroleum Conservation Research Association (PCRA) organized a awareness workshop for Electricity Distribution Companies on Perform Achieve and Trade (PAT Scheme) mechanism on 13.04.2018 at Hotel Rajhans, Surajkund, Faridabad. The objective of the workshop was to familiarize the Electrical Distribution Companies (Designated Consumers) about the PAT Scheme and registration, Compliance and trading process under the Scheme. In this workshop over 70 representatives from different states participated and discussed about the procedure and compliance process to be followed by Designated Consumers under the scheme. Shri. Shailendra Shukla, Chairman HAREDA was the Chief Guest for the event. He welcomed the participants and emphasised that Energy conservation and energy efficiency are important area to which the State Government is committed. Government of Haryana has designated the Department of New and Renewable Energy, Haryana as the Designated Agency to Co-ordinate, regulate and enforce the provision of the Energy Conservation Act -2001in Haryana. He mentioned that Department has taken many regulatory and promotional initiatives, for promotion of energy conservation and renewable energy in the State. There is immense potential for Power Generation from the Renewable Energy Sources particularly the Solar Energy, in the commercial sector and the Govt. sector with consequent environmental benefits. He also mentioned that at Pan India level, more that 29.57 crore LED bulbs, 63.21 lacs LED tubelights and 18.59 lacs five star rated fans have been distributed under ‘Ujala Scheme’ of Government of India. He further informed the delegates that in Haryana more that 1.51 crore LED bulbs has been distributed under the programme. Such huge demand of energy efficient appliances shows the awareness level and interest of consumers for conservation of energy. It is to be noted that 100% compliance of Haryana Designated Consumers was observed under PAT Cycle – I.
Shri. Alok Tripathi , PCRA presented the special address and mentioned the initiatives of PCRA at Pan India level in the area of energy conservation and energy efficiency. During the workshop, officials from Ministry of Power, BEE, Electricity Regulatory Commissions and State Designated Agencies were also presented. Sh. Milind Deore, Director, BEE and Sh. Ashok Kumar, Director, BEE addressed the Technical aspects of PAT scheme, compliances and obligations of DISCOMs (Distribution companies) under PAT Cycle-II. Dr. Meenu Mishra, DGM BYPL, Sh. Hemant Verma, Additional VP DSM, BRPL, Sh Sujoy Ghosh, Head DSM, NDPL, Sh. Biswajit Chatterjee, SE, WBSEDCL, Sh. Archit Saxena, BEE presented Technical Sessions. Sh. PK Yadav, Chief Scientific Engineer, Sh. J.S. Kohli, Scientific Engineer (A), Sh. Ombir Tewatia, Project Officer and Sukhchain Singh, Project Manager were presented from HAREDA, while Sh. Naveen Gulati, Sh. Sanjeev Verma and Sh.B.K. Jha were presented on behalf of PCRA.
It is to mentioned that PAT Cycle-I was launched with an aim to reduce the Specific Energy Consumption (SEC) of 478 DCs from eight energy intensive sectors viz. Aluminium, Cement, ChlorAlkali, Fertilizer, Iron & Steel, Paper & Pulp, Thermal Power Plant and Textile. The overall energy saving targets for PAT Cycle –I was 6.686 Million Tonne of Oil Equivalent (MTOE) to be achieved by these DCs. Based on the Monitoring and Verification (M&V) carried out to analyze the performance of above Designated Consumers (DCs), an achievement of energy savings equivalent to 8.67 MTOE was reported, which is about 30% excess in comparison to the assigned targets. The energy savings achieved have been converted into tradable instruments in the form of ESCerts. There are 306 DCs who have been issued total of about 38.25 lakh ESCerts in lieu of their excess energy savings whereas 110 Designated Consumers (DCs) are cumulatively entitled to purchase about 14.25 lakh ESCerts to meet their shortfall in meeting their energy reduction targets. For PAT cycle – II, DISCOMS have been given a target for T&D losses reduction in line with UDAY Scheme. The deliberations and discussions during the workshop have benefited the Designated Consumers (DCs) on familiarization of processes and Compliance Procedures under the scheme.
